Health Services Director - Keith Higman, MPH Before being appointed Director of the Island County Health Department in April 2008, Keith Higman served as its Environmental Health Director since 1998 and has worked in the field of environmental health for over 12 years. He has a Bachelor of Science degree from Western Washington University, Huxley College of Environmental Studies and a Master in Public Health from the University of Washington, School of Public Health and Community Medicine. Prior to entering the field of public health, he served as a Research Ecologist for the United States Fish and Wildlife Service, and held a variety of positions in the areas of natural resource management and water quality. |

County Health Officer - Roger S. Case, MD, FAAFP
An Ohio native and graduate of Wilmington College and Ohio State University College of Medicine; Washington State resident since 1964 and Whidbey Islander since 1970; retired (1986) Navy captain; former hospital commanding officer and Board Certified Family Practitioner & flight surgeon; contracted Island County Health Officer, 1991- present. Instrumental in helping Island County to develop the Community Clinics on North Whidbey, South Whidbey, and Camano Island. Elected District 4 Hospital Commissioner in 1995, 2001 & 2007, Dr Case resides in Oak Harbor and is married, has 5 children, 12 grandchildren, and 9 great grandchildren. |
